Not necessarily, quicker razing means shorter happiness penalties allowing you to stay on the warpath.

The Huns - Scourge of God - 2 + 2 = 4 It's not about the razing, but the +1 production to every pasture. That's hugely powerful in the first hundred turns (and way better than the Russian version of this). Plus, their UA starts them with AH, so they can get those pastures up right away. No way is it one of the weakest.

The Huns - Scourge of God - 6 This is one of the better production UAs in the early game. When was the last time you didn't hear sheep baaing, cows mooing or horses neighing when the screen is over land? The city razing is really helpful for early domination when you generally don't have a huge happiness surplus especially now that every point of global unhappiness hurts you. The free tech is just the icing on the cake that will let you use it sooner and get to your horse archers that much faster. Everything about the Huns is about fast early dominance.

Rome - The Glory of Rome 15% production increase in building that already existed in the capital used to be good, but now with tall being ultimately dominant, it's like no UA at all.

So play Rome as a fast expanding Republic to maximise on the UA, more cities with quicker Libraries = more cities before you complete the NC rather than delaying expansion until after you build the NC. More cities also means a better chance of getting Iron inside your borders.

I can't help feeling that some are voting down UAs because they don't like that civ.

So it's +2 -4 now, huh? If so, then let's keep it like that so it doesn't confuse anymore.

More science from Babylon gets you more everything.

The reduced maintenance cost from Barbary Corsairs is okay (although usually I'm using a fairly small, elite navy). But in addition to not really liking the randomness of the other half of the UA, I usually don't start domination on water maps until Frigates/Privateers anyway...

Interesting that you pick two UA that work against each other, I expect you hate getting Austria as an AI oponent

I have the exact opposite of Redwings' opinion when it comes to Greece and Austria: Greece in my games makes CS competition difficult whilst Austria AI loves buying its CS allies away, thus lowering the number of votes needed for diplomatic victory. That's how I beat my Siamese Immortal game.
