So, what up/down voting systems are we using?

At least tech is better than war/peace theme...
 
At least war/peace eliminations are about each civ's unique aspects and are limited to 43 choices.

This, however......
 
..... How does this even work? All these techs depend on each other and you get get through them all at one point. Its not a matter of choice.
