No Option to protect city state?

So I just started playing and noticed all the other civs pledging to protect city states. However, I get no option to do this. I am allied with 2 and there is still no option. Started a new game and still have no option to do so, it just doesnt appear anywhere on the screen. Why is this? What do I need to do to pledge to protect a city state?

In original civ5 you need to be friend with city states before pledge protection, even though AI's can do that immediately. You should get Gods and Kings expansion because interactions with city states are refined. In G&K you can pledge to protect right away.

Can you pledge for protection of an CS, if another civ already done it?
