Cultural Win - at what point?

I'm a bit of a newbie. The new Cultural win rules is a little tough to understand, but I think I'm getting it. I win if my tourism exceeds my opponents culture. So, is this determination made in the year 2050 or what? I'm trying to understand when the win occurs.

Based on experiences, is this more likely to occur before a Domination win, for example?

As for fastest possible, while I can't compare to Domination, it normally appears faster than space race, but may be possible to win Diplomatically first.

Diplomatic is a very fast victory, IMO...

I just played my first culture game on Emperor and had some pretty ideal circumstances, and won before the Atomic era began, so it's possible to do things quite quickly.

edit - I can't remember, but that might have been around turn 280?
