Rise and Fall of civilizations for CiV?

Pretty much the title. Has there been anyone who's made a mod similar to Rhys's mod for CIV? I was looking through the mods on the workshop, and am about to look through the ones here, but if anyone knows of a good one along the vein of that mod, it'd be great to know.
