purchasing weaponry involves lots of money and many varied forms of graft . Combined with an interest on part of the seller it can also lead to foreign influence among the ranks of the buyer . As the British ruled the seas and their industry was second to none , nobody could find much to oppose in the weapon contracts on the day , and the ever increasing British encroachment in the Turkish Navy . the crisis that would carry Murat to the top stemmed from the wishes of his father Abdülmecid to crown him instead of Abdülaziz , brother to 'Mecit , uncle to Murat in defiance of the rules of succession . In 1871 'Aziz tried to do the same by an attempt to change the same rules and bring his own son to the Throne after he was out one way or the other . Murat , naturally wanting the top post , co-operated with Reformists though with hindsight we can surely say that those reformers wanted Reform only because London told them to want Reform . Yadda yadda 1858 and so on .
at this point we must once again remember that the Ottomans were once a global power and in the day owners of a kinda rotten but still imposing empire , and we didn't live on Mars . Back then at least . We followed what happened in the world . Murat's programme included effective modernization of the country with historical precedents keenly examined . It must be relevant that Murat would be the first Sultan who didn't wear a beard even if all the depictions that purport to show Yavuz but actually(?) belong to Şah Ismail of the Safavids has this mustache-only guy . No beards , hence modernization as per Petro of Russia . And not because of membership in lodges that want to destroy Islam but that the Ottoman Empire badly wanted to be relevant in the 19th Century and had its future rulers brought up accordingly . It was family property for Murat afterall .
