Inter-Faction Reports​

CITADEL RADIO BEGINS BROADCASTING. The Sunshine Wasteland has welcomed yet another entertaining radio network. What has proven unique about this one, however, is that it’s the first to emerge from outside of the Floridian Peninsula. Apparently broadcasting from somewhere near Charleston, the new channel has welcomed immigrants in their region and seem to offer a place of safety hard to find in that part of the old Gulf Commonwealth. Unusually, the self-proclaimed Commander of the Citadel, takes time each day to loudly proclaim the virtues of his people, and to rant consistently against communism. He has also constantly extoled the pre-war United States, and medieval ideals, pledging that even involuntary serfdom is preferable to communism.

CENTRAL FLORIDA FACTIONS DRAW NEW BOUNDARIES. The Sunshine Kingdom and its closer neighbors have made new agreements setting lines for their salvaging operations, in the hope of securing a strong peace. Prior to the destruction of the Mine, they first agreed with the New Gulf Commonwealth to draw a border using the old Interstate 4 through Orlando as the line for salvage. This proved effective in the brief time before the Kingdom’s outpost was razed by raiders, and seems to be a reasonable course for handling salvage rights in the old ruins. The Sunshine Kingdom further drew borders with the much smaller Survivalist Union to the south, marking the ruins of Palm Bay as a nebulous dividing line, splitting the town for salvage operations. This agreement does not seem to be as entrenched or simple as the I-4 line to the west, but still makes many in the region optimistic for peace over war.

THE SACK OF SUPERCENTER. Even as a new peace begins to somewhat settle over Central Florida, a new threat has terrified, conquered, or destroyed the smaller communities. A previously quiet Vault from St. Cloud has launched a massive offensive into the Sunshine Wasteland. Deploying an unprecedented amount of firepower rivalled only by that used in the recent war with Minorne, the vault has conquered a number of formerly independent communities. Last year Poinciana and Ventura Estates were forced to surrender, and this year, Davenport was the next to fall. The worst word came from the town of Supercenter. They fought, and fought fairly well by all reports, when the wall was breached and the town itself was razed. The Wasteland has been filled with word of rape, murder, and arson, as the vault dwellers sacked Supercenter and burned it to the ground. The formerly peaceful population has been totally enslaved by these attackers, and the few survivors have fled to other areas and communities. This brutal handling of those who dared resist led to the rapid surrender of Haven, and has caused numerous other settlements to grow alarmed.

The Citadel

The Citadel began broadcasting its messages to the Sunshine Wasteland, inviting people to join the safety of the walls of Holy Wood and the protection of the people of the Citadel. The Commander himself has taken the opportunity to let his wisdom into the Wasteland, frequently making impromptu speeches about the glory and ideals he plans to bring into the area. A minor expedition was sent north to Walterboro, finding the area to be almost completely vacant of significant threats, beyond the odd ghoul or radroach. They found a decent amount of scrap and a large amount of tech parts, helping bolster their stockpiles on the home front. A survey was conducted to determine the viability of building a new bunker within the walls of Holy Wood, and the surveyors stated that it would be a pointless task, and have instead recommended focusing on building up the fortification level of the town instead.

Commander’s Challenge: Some of our people have begun to wonder if Commander Orlando is truly competent to lead us and are alarmed at his varied radio rants. While these mutterings have not progressed yet to the point of unrest or mutiny, the discussion is taking place. How should we respond to the earliest stages of dissatisfaction with our leadership?


The Conch Thalassocracy of the Keys
Spoiler :

The Thalassocracy found itself in the battle for its very life, as the feared Tubaroes launched a full strength offensive against their shores. The feared raider group, after apparently receiving substantial reinforcement from an unknown point to the south, launched a major attack, bombarding the shores and town of Duck Key from the water with heavy weapons. Several ships were lost at this point, to the defenders’ own heavy weapons fire, in addition to engagements with the Thalassocracy’s own ships. The raiders who landed came under heavy fire themselves, and most were killed in the landing. With the attack defeated, the raiders either fled back to Summerland Key or to the open seas of the south. The Thalassocracy pursued to Summerland and managed to win a final victory, destroying the encamping and freeing the slaves who remained. Many were then brought back to Duck Key, along with what supplies remained. The freed slaves reported that most of the raiders’ supplies and weapons had been picked up by an extremely large freighter prior to the battle, indicating that they too were uncertain of success. Wherever the Tubaroes have gone, it seems clear that they won’t be disturbing Duck Key for some time to come.

High Doge-President’s Challenge: While we have won a major victory for security in the Keys and recovered a large number of usable ships, we face a major problem. The influx of numerous new freed slaves and immigrants has thrown off the balance of power. Previously we had retained a strong majority of backers of the High Doge-President, but now we have an overwhelming majority of former Big-Piners and immigrants from the mainland. They are anti-slavery and are apparently against the idea of the Thalassocracy in general, and have been calling for open and universal elections among the people. How do we respond to this unfortunate shift?


Corporate Trade Federation
Spoiler :

The Corporate Trade Federation was viciously attacked early in the year at St. Johns as a massive raider party slipped across the river and struck at the lightly defended settlement. Numerous people were killed but the raiding party was defeated and destroyed, and their weapons were sent to a new settlement at West Bridge. This new settlement was established slightly east of the old Vanguard compound in Palatka, built around one of the few intact bridges over the St. Johns River. Called West Bridge, this marks the establishment of Corporate control over one of the most vital trade arteries on the eastern coast of Florida. Two salvage expeditions were sent out to help restore the scrap stockpiles after the immense amount was spent upon new construction, and they proved highly successful despite some losses. Casualties were harsh in the expedition to Southside, where even a robot was lost to local wildlife. The expedition claims that wildlife in the Jacksonville ruins has become more aggressive lately, and numerous on the southern side of the city. The Federation’s sole vessel went north to Fernandina beast, where the poorly armed crewmen had to hold off numerous mirelurk attacks while the salvage expedition was underway. Still, they managed to recover a good deal of scrap and tech from the coastline, returning to Saint Augustine with success.

Hardy Reclamation Committee

The Hardy Reclamation Committee started their year humbly, launching two small expeditions to neighboring towns to claim more scrap for construction purposes. The first expedition to the west began fortunately, finding the I-95 bridge across the Savannah River to be intact and usable. Unfortunately, upon arriving at the target town of Rincon, they found it occupied by a wary, but civilized, settlement which politely forbid the expedition from salvaging in the local area. They were forced to return home empty handed, hoping the eastern expedition would prove more successful. The Bluffton expedition did have more success, finding the town to be empty of everything except a few small and varied hives of various wasteland animals. The animals mostly kept away from the expedition which managed to find a decent stock of tech parts while bringing home a small amount of scrap. The community was a bit excited, as even though radio broadcasts have frequently been caught from further south, new radio broadcasts from a group known as the Citadel have been reportedly broadcast from not very far away at all, indicating even more civilization than previously expected.

Doctor’s Challenge: In our explorations around Hardy itself, we have found a cave full of somewhat feral children. They don’t really seem to speak English and are aged from anywhere from seven to fourteen years old. They’ve been somewhat hostile to local travelers, attacking them and cutting throats in the night. Some of the more aggressive of our society has suggested wiping them out for the safety of all. Others are horrified and suggest that we capture or contain the children in the cave, and attempt to resocialize them, despite their homicidal tendencies, despite any casualties we may suffer in the process. How do we respond to this issue?


Maritime Collective
Spoiler :

The Maritime Collective launched a new expedition to Mobile, following the same route as the expedition sent last year. They sought to make a more in-depth survey of the city and to determine its overall strategic value in addition to salvage operations. Unfortunately, the soil analysis showed what little territory could be farmed in the city to be completely worthless for any agriculture. Furthermore, local resources were horrifically contaminated and unfit for use even after purification. On the other side of the Bay, the ruins of Spanish Fort, where the ground based portion of the expedition has encamped, is shown to be fair for the use of agriculture, should a settlement be established. Surveys in the city itself have gathered more information of what many are calling the Swamplurk, as they’ve discovered that the larger specimens actually spit poison towards their targets and many died slowly as a result. Similar to spiders, they use a sticky substance on the ground to trap their prey, allowing them to tear them apart with their razor sharp mandibles. Losses were heavy on this expedition as the creatures were further discovered and faced in combat.

Mayor’s Challenge: Apparently one of the expeditions’ members brought back some eggs with them from Mobile. We’re not really sure what these eggs belong to, but they have been rapidly growing in size. We only recently discovered them underneath an abandoned warehouse in Pensacola, and we’re concerned about what may hatch. Some of our people want to destroy these eggs, while others suggest that they could be benign and lead to a new type of livestock to eat. Should we preserve or destroy these eggs?


Monastic Brotherhood of Poor-Fellows and Crusader Knights

The Army of Minorne defeated, the bulk of the Brotherhood’s expedition to the east was sent home, returning in triumph in their victory. A small portion of the expedition was to accompany elements of the Sunshine Guard to Lake Placid, but the use of a truck by the Kingdom’s soldiers soon outpaced the Brotherhood. When they arrived in the area, they found the area to be swarming with robots and the Kingdom’s truck destroyed by heavy fire, and pinned down with heavy casualties. After losing a third of their force rapidly and the Sunshine Kingdom’s scouts unable to penetrate the robots’ defensive perimeter, the Brotherhood’s expedition returned home.. A more successful expedition was sent southwest from Ocala, seeking to reach the old ruins of Floral City. They travelled down the quiet roads of the area, which were empty, likely purged of human life by the Army of Minorne when it travelled from Tampa. They managed to find easy scrap and tech throughout Hernando and Iverness, both empty of any life, though Iverness showed signs of once being used as a raider camp. Even more scrap was found in Floral City, some of it even already packaged in abandoned carts amid signs of a struggle. They returned home with a sizable haul and with no losses to any of the myriad hazards, having only a few minor injuries over the course of the whole expedition.

Great Priest’s Challenge: Some of our leadership is outraged at the hanging of our, well, spies, at Edgewood. The more bellicose have called for a punitive expedition to Edgewood to show them the error of their ways. Others believe that we should not risk such an effort, particularly as it would require travel through the still dangerous ruins of Orlando. How do we respond to this dispute?


New Gulf Commonwealth
Spoiler :

The New Gulf Commonwealth faced trials and tribulations upon the home front, placing the young faction under new strain. A major raider attack besieged Fort Apopka, but the defenders, thanks to overwhelming firepower, manage to throw them back. The raider band is still out there, and there are numerous concerns that a permanent raider base could be developing somewhere within the ruins of Orlando. Thankfully, scrapping in the region continues unhindered, particularly as new borders are established between the Commonwealth and the Sunshine Kingdom regulating salvage lines. More importantly, the faction has engaged in faction-wide elections involving every town within the Commonwealth. A challenger to the Ryan family, named Chuck Finley, has hoped to rally opposition and depose the centuries long rule of the Commonwealth’s governor. In a narrow election, Booker T Ryan VI managed to win the elections and triumph over his opponent. The opposition has claimed that the election results were rigged, but have been unable to find any proof of these claims, remaining dissatisfied. For the most part the Commonwealth’s inhabitants seem content with the election results, as the faction overall prospers.

Governor’s Challenge: We have come into possession of information linking former political opponent Chuck Finley with a feared Orlando drug fiend and bandit known as Sam “the Ax.” The number one provider of chems and decapitations in the Orlando ruins, evidence exists that he is an old friend of Chuck Finley, who had migrated into the Commonwealth a few years ago. Some of our advisers believe we should release this information to the public and thus discredit any opposition to the Ryan family, while others believe we should sit on it to keep Finley and his cohorts under political control quietly. How should we deal with this sensitive information?

Overseer’s Challenge: An explosion in the residential area during the rioting exposed a cache built into the Vault itself, likely during its construction. Apparently one of the workers who built the vault collected a large amount of books and holotapes that had been banned by the pre-war government. Most of these are of political nature or critical of the pre-war regime, including works by George Orwell and Karl Marx. Based on Vault-Tec protocols, we should destroy these works, but some of our people have advocated saving them. How do we treat these new discoveries?


Sunshine Kingdom
Spoiler :

A blood-soaked few months is how the new year greeted the Sunshine Kingdom. Despite the jubilance of victory of the Army of Minorne, the Kingdom was harshly reminded of the more typical hazards of the Sunshine Wasteland. A massive raider party struck early in January against the outpost known as the Mine. With no modern weapons, weak defensive structures, and a sparse few Mr. Gutsys defending the settlement, they were quickly overrun and slaughtered. The burning settlement was noticed by scouts from Christmas who informed the Sunshine Kingdom of the disaster. There were no found survivors, though some indication exists that the raiders may have taken any survivors into the deeper ruins of central Orlando. On top of this catastrophe, people have been assassinated in the streets of the towns of the Kingdom over the course of these six months. All were connected, being fervent recent converts or missionaries for the Cult of the Damned based out of Oak Hill. When local authorities attempted to track down the killers, they simply left the town limits and fled to unknown locations. There has been some concerned raised about the various weapons used by these assassins, as they have been frequently using decent small arms, rather than the more crude weapons of raiders or thieves.

On a more positive note, reconstruction has progressed well with the construction of New Fort Cocoa. A new memorial was built in the ruins of the old settlement acknowledging the sacrifice and loss of those who died there at the hands of the Army of Minorne. Accompanying this were more farming equipment and pumping stations to help bolster the Kingdom’s production and development. The new residents of the town even consist of people who had once lived or grown up in the razed town, and have bound themselves with determination to restore their lost home to its former glory.

The war with Minorne has been surrounded by mystery since they first emerged and waged war in Tampa and southern Florida. A small expedition was dispatched in a truck with support forced to Lake Placid, the believed point of origin of the Army of Minorne. They quickly drove south, but upon arriving in the area came under heavy fire. The expedition was only bailed out and saved from complete loss by the timely arrival of reinforcements from the Monastic Brotherhood. The entire Lake Placid region seems to be swarming with large numbers of sentry bots and Mr. Gutsys. The robots seem to be on standby mode, attacking literally anything that moves besides themselves. While they are not fighting with the organization or tactics as seen previously, they are present in such numbers and strength, that the expedition was repulsed and forced to retreat. Some more stealthy members were able to infiltrate through the area, but were unable to locate any signs of bunkers or collapsed caverns.

Queen’s Challenge: The recent deaths within our towns have riled up the Cult of the Damned. This religion has been quickly growing throughout our communities, particularly as they undertake more charitable works and have been viewed to be highly productive in society. Despite the lack of any real evidence, they claim that the Survivalist Union is to blame for the attacks upon their people, stating that they seek to destroy the peace that the Cult has established. They have called for retaliation. The Cult of the Damned is a highly influential group and refusing retaliation could result in unfortunate consequences. How do we respond?


Survivalist Union
Spoiler :

The Survivalist Union has returned home victorious, and begun recognizing those who fought in the Battle of Nasacity with self-produced medals. Representatives of the Union were also present at the groundbreaking of the new memorial at New Fort Cocoa listing those who gave their lives in the war. Even with victory, war remains an existential constant in the Sunshine Wasteland, and the Union was reminded by a raider attack on Indian Hideout. Thankfully, more modern weapons were distributed there, allowing them to repulse the attack with ease. The attackers were very poorly equipped, most didn’t even have proper weapons of any kind, and thus were easy meat for the town’s defense. Some of these defenders then took part in an expedition to Vero Beach, beginning salvage operations, and helping deconstruct a number of buildings, bringing a decent amount of scrap to the home stockpiles. The expedition was concerned to note a growing number of mirelurks in the eastern part of the town, which have been apparently beginning to establish nests in the old ruins.

Headman’s Challenge: Rats have begun to escape from the farms in both Liberty City and Indian Hideout. There’s some concern that if we continue farming, we could lose production from more traditional farming efforts, though that’s not certain. Should we stop rat farming and not risk more traditional agriculture or should we continue with our efforts and hope that too many more rats don’t escape?
 
Vault 37
Spoiler :

Vault 37 has continued its rise to glory, as they embrace further conquests and cement the gains made in the last year. They have passed new policies requiring all youth of the territories in tribute to Vault 37 must be educated within in the vault. The Overseer has immediately begun enforcing this new policy, and while the vault dwellers have proved too well armed to fight openly, a mass exodus took place out of Poinciana and Ventura Estate as people left with their children as quickly as they could. Combined with the tribute and supplies received from these two settlements, the vault has thrived immensely, using several old storerooms within the halls of the vault to construct a manufactory. For the first time in the Sunshine Wasteland, a community has begun producing new tech parts, rather than just salvaging old ones. A small expedition was sent out from the Vault, driving the salvaged truck to Lake Placid to investigate the rumors of the Army of Minorne. The truck was lost, along with the entire expedition sent along with it, having gone radio silent only a day into the trip.

More conquests have followed last year beginning with an assault upon the town of Davenport. The town initially sought to resist attack, but without any ranged weapons, they quickly surrendered after the dwellers began a massive bombardment of the town walls with heavy weapons. As they had nothing to respond with, the walls were quickly breached and Davenport surrendered as they fought to contain the fires that had been ignited within the town. Moving quickly from Davenport, and replenishing their ranks with volunteers from the town, the expedition pushed on to the community of Supercenter in the ruins of Haines City. They chose to fight as well, and proved to be deadly in their accuracy from the walls. A more bloody battle took place, but with the deployment of a mini-nuke, the defenders’ resistance began to crumble. The town itself was sacked, and though some survivors managed to flee the chaos, most were captured and enslaved by the attacking army. The town’s stockpiles were looted and the city itself was razed, burned to the ground by the vault’s army. The destruction of Supercenter led to the rapid surrender of Haven when the army approached that town, with the Vault’s forces not even needing to fire a shot to achieve victory.

Overseer’s Challenge: We now have a vast number of slaves, and the question of ownership has emerged. Some claim that the warrior who captured a slave has rights to them, while others state that the slaves should be collectively owned by the faction. What policy do we take towards slave ownership rights?


Vault 40
Spoiler :

Vault 40 continues to face new threats both internally and externally, confident that they can overcome what horrors the Sunshine Wasteland throws at them. An expedition was sent, coordinating with the Sunshine Kingdom to survey the Lake Placid region, using advanced equipment and devices. Attempts to overfly the region were met with heavy defensive fire that had not been present recently. Only sheer luck prevented the loss of any of the precious aircraft. The expedition itself was fairly uneventful until they reached the town of Venus, where they were attacked by a highly effective and organized group using energy weapons. Casualties were heavy, and only larger numbers staved off disaster. A captured prisoner identified himself as part of a mercenary outfit from up north called the Talon Company, stating that they were hired to secure the Lake Placid area, but had been badly mauled by automated defenses that just recently sprung up. Scouting confirmed the captive’s story, as seemingly aimless robots of varying types in addition to formerly concealed turrets defended the area against anything that moved.

Inside the vault itself, several people were killed by radroach attacks over these few months, and it was considered that there may have been a breach within the lower levels of the vault. A Mr. Handy was deployed to survey the lower levels and the vault dwellers were dismayed to discover a gaping hole in the lower vault, and a nest of giant snakes. Apparently one such snake recently took advantage of a hole in the side of the vault and burrowed in to lay her eggs. They seem to mostly venture outside of the vault to hunt, but it seems likely that the smaller ones are responsible for killing the people within. The robot itself was destroyed by such a snake as it returned from surveying.

Overseer’s Challenge: The nest of giant snakes is indeed a major problem, but unfortunately it isn’t our only problem. The hole in the side of the vault exploited by the snakes has been determined to be from the vault settling into the earth. Based on analysis, it seems that the lower levels of the vault are splitting and sinking too deep into the earth, and will very soon be flooded. There’s a very real risk that if this process continues, it will take the rest of the vault with it. We can preserve the upper levels of the vault by sealing shut most doors, but doing so will likely cost us at least two thirds of our food stockpiles, and up to half of our food and water production. Alternatively, we can attempt to make hasty repairs and construction, using 500 Scrap Parts and 15 Tech Parts after clearing out the snakes. This could allow us to preserve our stores, with a moderate risk of further vault collapse and flooding. How do we respond to this crisis?

@thomas.berubeg; Not sure where you’ve gotten all your numbers for construction, but they’re way off in both scrap and tech parts. The new settlement was 3,000 Scrap for start, and the various structures you wanted built were far more as well. I attempted to build as much as possible using what scrap was gathered over the course of the update. Also, taking the time to determine the optimal distribution of weapons among your settlements is your task, not mine. I did the suits because that was easy, but otherwise, the weapons are still where they were. As a side note, this was not related to the fall of the The Mine, which took place before weapons could be distributed anyways.

Spoiler Doctor’s Challenge :

In our explorations around Hardy itself, we have found a cave full of somewhat feral children. They don’t really seem to speak English and are aged from anywhere from seven to fourteen years old. They’ve been somewhat hostile to local travelers, attacking them and cutting throats in the night. Some of the more aggressive of our society has suggested wiping them out for the safety of all. Others are horrified and suggest that we capture or contain the children in the cave, and attempt to resocialise them, despite their homicidal tendencies, despite any casualties we may suffer in the process. How do we respond to this issue?


Spoiler Doctor’s Solution :

We will not be unjustified child murderers. Lock down the cave, and attempt to withdraw the children as safely as possible. Keep them under close guard, but try to integrate them into society. That being said, if some show they are unable to become civilised, and continue to be a threat to committee personal, then they must be put down. Humanely, of course.

-Send another 50 person team, 10 2-H/40 1-H, east to Hilton Head Island to scavenge. If the 278 bridge is out, search Bluffton again for any missed scrap.
-Send a 60 strong expedition into north Savannah, armed with 20 2-H/40 1-H and two back-up Heavy Weapons to be used if required. They are not to go deep into Savannah, but instead scavenge and scout Port Wentworth, Garden City and Savannah Airport (the National Guard hangars in particular). The good doctor also makes a personal request for the expedition to keep eyes open for any legible prewar books. The doctor enjoys her reading.
