Issues with Full Version Download

I've tried downloading version .40 three times now, and every time I try to play I get the same issues as if I had downloaded a patch (unable to actually play a game, models don't appear in civilopedia). Am I doing something wrong, or is something else going on?

I tried that, didn't work (Thanks anyway, though)
I think the issue involves something wrong with the programing for diplomacy: seeing as no one else has been complaining about this, it might be something my computer's messing up. I'm gonna try downloading on my friend's computer and then transferring the files onto mine.

Its possible that the shortcut just doesnt match your install location. Try loading the mod normally (load BtS and fromt he main menu select Advanced -> Load a Mod -> Fall form Heaven 2)
