Screen offers no option when offered "Deal"

How do I get past the screen offering me "unfortunately, ....can you spare....."
I cannot get any place on the screen where I can ccept or deny.
How do I do this on the screen or keyboard?

Please help, have restarted many time.....

It looks like the reply options have gone off the bottom of the screen. Those two grey lines right at the bottom of the screenshot are the top few pixels of the accept and decline buttons.

Have you tried changing the resolution in the game's options menu? or perhaps running it in widowed mode?

My CivBE now opens as a"mini" window approx. one line high, with only the red X in he top right frame corner and the Steam/Civ icon in the top left corner, I hear the audio from the intro but no options opened for user.

Cannot log into to Steam as I forgot (yeah I know....)my password and even though Steam say that they sent me the directions to redo password, I haven't rcvd it yet (three hours).

...getting frustrated, BTW other games on Steam function properly.
