This is an idea to add some interesting strategy to Civ. Any numbers and examples assume the Civ 3 culture model and could require adjustment.

Under the UR model, every time a city hit certain benchmark culture by a certain tech, they would gain a UR. Here are the bench marks.

500 CP by End of Ancient Era.
1000 CP by End of Middle Ages.
2000 CP by End of Industrial Revolution.
4000 CP by End of Modern Era.

This means a culturally strong city could have 4 URs by the end of the game.

Here is what URs could be, a Luxury or Strategic resource that is only generated in that city. Here are some tenets of URs being utilized.

1) More than one city can lay claim to a particular UR.
2) URs usually have a limited lifetime. Salt will only be rare so long.
3) Strategic URs can be used for special versions of current units.
4) Luxury URs can be used to increase happiness like other luxuries.

Here are material origin requirements by age:

Ancient Era - Within city radius.
Middle Ages - Same nation and same continent connected by roads.
Industrial Ages - Connected by road and harbours.
Modern Era - Connection somehow through whatever agents necessary.
 
Not a bad idea. It would give more of an advantage to being a peaceful builder which needs to be better balanced to the warmonger style of play. :goodjob:
