I don't believe you can. I just tried changing the text in a starting save from HANDICAP_EMPEROR TO HANDICAP_IMMORTAL and the game crashed. I think civ5 saves uses some kind of hashing.

are there any mods that would allow to "help" AI mid game or, preferably, change the diff setting?
