Cant cast spells on certain units.

Have 2 stacks near my city.
1 I can cast my spells on, the other, can be selected for casting (green square under them) but when I click to execute the spell, mages just dont cast

maybe they have immunity, due to arcane aura or higher tier unit/s (the higher the level, the higher the immunity against certain spell-levels and caster-level) or race-immunity (clan - fire).
