As a pro-tip, there will be 3 types of powers. Major power is 10ASP baseline. Regional is 7 ASP baseline. Small is 5 ASP baseline. Minor is 3 ASP baseline. Stuff like former Granadine island colonies would be Minors. NPC's won't necessarily have the same level of development as PC's, or possibly have more. Finally, in Update Zero I will hand out bonuses like Economic Strength, Bonus, Approval Rating, Techs, and even banked ASP or ASPT as I see fit.
I would like to also remind all Magic is available, but heavily marginalized by technology due to ethical and moral issues, as well as relative inefficiency.

OK, the "historic" colonies have been developed. There are five in total: Xayma (Jamaica), Nahual (RL Honduras, El Salvador and Nicaragua), Gaiqa (northern Venezuela), Qauba (Cuba) and Borinqa (Puerto Rico). The first three gained independence peacefully, the last two after a struggle, not as intense as the American War of Independence.
