A Whimsical Question

This probably belongs in OT, and Magic_Gorter may yet move it there, but I'll run it by the history buffs here first, especially as the inspiration for this question happened back on the Scenario League on Apolyton.

There was a discussion way back in the day about top hats and capes coming back into fashion. Which reminds me, was Neville Chamberlain the last world leader of note to often wear a top hot? I can't really think off the top of my head of any after him who really did, but I could be wrong.

I suspect that it remained a power symbol of the British upper class until fairly recently.
