ISDG ~ Ruleset

That would probably be too hard for other teams to verify and would unecessarily hold up the game. Probably earning shields the old fashioned way is better.

Oh, yes. We'll need to see screenshots prior to the SGL and after the SGL of the city building the Wonder. We'll need detailed information of the process used to apply certain percentages, based on turn numbers, to Wonders or city improvements. As this information is not accessable in a normal biq file, and can not be programmed on a standard biq using the CivEdit program, verification will definitely be needed.

And believe me, this will definitly hold up the game. Once again, I say no SGLs.

Wish I could have read what you originally had written. :mischief:

Goethe means:
SGL only rush Units or City Buildings, so no big or small Wonders and no armies.

A good suggestion

In the CiFo I stated that onely one thing is important. You must not rush The Pyramids with them. Everything else is not very imbalancing.

is there any positive aspect added to a team game by allowing SGLs at all???

i cannot see one.

if this feature would not be optional, and could not be switched off, i would find the suggestion to restrict the use of SGLs a good idea. but the way things are, simply untick the box and avoid the randomness of scientific leaders all together.

i remember i somewhere in this discussion read that some people find that exactly the unbalancing things (like SGLs, like totally uneven starting positions) would create the fun of this game... definitely not in my book!

I'd prefer no SGLs, but if we have them, let's not put anything except the most basic of restrictions on them because otherwise it'd easily get very complicated.

I don't care which way the SGL goes.

But, if it is on, it should be on all the way. If that is considered unfair, then turn it off.

Trying to make an SGL behave like a castrated MGL is too much work for too little reward.

I agree with CB. If you allow SGLs and a turn player moves it to a city for future use and accidently clicks on "complete building" while a Wonder is being made there, oops! Now they have a Wonder. Who on an opposing team knows they wern't building it all the time? Too risky, I say. Let's remove accidental miracles by removing SGLs. I am serious about a verification regulation.

Dear all,
I learned that justanick resign from the referee post and wish to thank him for the time and efforts he invested in organization of the process. However, I even more appreciated to his wise and manly decision to resign. What do you think about possibility to have another referee from Civforum? Really we need more flexible person and 100% neutral towards civforum and CFC teams. May be Goethe can be if he will be anyway an admin during the game?

I look carefully how the conference of 4 is developing and my impression, that if the game will go in the way like this it will be a very hard exercise.
Lanzelot tried very hard to discuss things, but practically all the time all things are bending toward Civforum. Sometimes even worse, justanick tried to introduce his own rules has acting against the majority in both forums.

His general philosophy about rules is such that rules are driving teams toward military solution of the problems. Second, he think that game should be unbalanced or at least have high degree of probability became unbalanced. Third, he likes a situation when referee interfere in the game on permanent basis.

I think ideally game should go mainly without referee interference all the way, and all interaction with referee will take place only in exceptional cases. Rules must be simple, clear, based on software mechanics and independent on the interpretation.
Game must be very balanced and probability of random factors should be reduced.
Also I think that in multi - team Demo Game main pleasure is advanced Diplomacy and non-trivial cooperation rather than Immortals rush.

I understand that without justanick game will delay again but better to get right person before the game start. Note, that game may take few years and better to have more receptive to negotiation person as a referee. We may consider both from Fanatics forum but I am not sure, that Civforum approve this idea.

I hope this experience will help to Lanzelot and kleinerHeldt to see when things go far too far and when enough is enough. I also hope that that Furiey will be more proactive at the conference of four.

Talking Goethe into being a Ref may be a little difficult. I hear he likes to play.

Talking Goethe into being a Ref may be a little difficult. I hear he likes to play.

Last time i remember goethe civving is a time ago, so probably he won't be much active anyway. He is short of time, comparable to Furiey, but in addition to this goethe is admin of civforum. :king:

Hi everyone,
the conference is finally finished (at least I hope so...)

I updated posts #1 and #2 so they reflect the decisions of this conference and our final rule set. Please everybody proof-read it and let us know any errors or omissions you find.

Lanzelot

This ruleset is a mess! I think the forms were shorter when I signed for my mortgage

Lanzelot on Civforum.de said:
1.Teams

1.1. Every player may only be member of one team.
Jeder Spieler darf nur einem Team angehören.
1.2. Moving from one active team to another one is not allowed.

The "unless otherwise necessary" clause seemed unnecessary. We ran into that with BABE in MTDG II, and I don't recall anyone actually switching teams to make the game move along.

If all the members of a team lose interest, then we should simply have a referee open that team's save in order to disband their tribe.

1.3. After a team has been eliminated from the game, its members may apply to become members of another team still active. They are free to share any information they have with their new team. The new team may decide, whether it wants to accept refugees or not.

2.Espionage and diplomacy

2.1. Any form of espionage, except the in game forms of espionage is prohibited. It is explicitly forbidden to gain access to the internal/private forums of other teams, or to open save files of other teams.

2.2. Screenshots and visual maps cannot be traded/exchanged between teams until one of the trading partners has researched Map Making. After that, teams are free to trade screenshots as a normal trade item. Verbal descriptions (descriptions of the terrain, general directions in terms of landmarks as long as no images are involved) are allowed without any prerequisite.

2.3. Diplomacy and communication between teams/players is not allowed before they have in game contact. (Either by meeting in game or if another team with the required technology sells the contact to one of the two teams in question.)

These all sound fine although I have to point out that they depend on the honor system.

3. Irreversible actions and turn logs

3.1. Irreversible actions are all in game actions that can’t be undone without reloading the save.

3.2. Only one player at a time is entitled to execute irreversible actions.

3.3. When playing the turn, any irreversible actions done by another player, have to be repeated in exactly the same order as they were done originally. Reloading the save because of unfavorable outcomes of events is not allowed. If you are playing the save and the game crashes on you, it is permitted to load the save again, but please notify the referees as well.

3.4. All teams have to make sure that 3.2 and 3.3 can be assured at any time. In case this can’t be assured, the referees are allowed to dictate a way to enforce this rule.

This, too, depends on the honor system unless you're going to come to my house and watch me play the turns.

3.5. For all actions a log has to be written, as long as they can’t be deducted uniquely from the next save. If a team's turn-log turns out to be not detailed enough, the referees can request that in future more details are to be added.

This is too vague, and it sounds intimidating. I signed up to play a game of Civ 3, not a bloody accounting exercise. This makes it sound like I have to document every last mouse-click while playing, and that's patently ridiculous.

3.6. For all battles a detailed log has to be written and provided to the attacked team(s) when sending on the save. This includes precise location, involved unit types and number of hitpoints lost on each side.

THIS part is both sensible (and only polite to the other teams).

4. Contracts and alliances

4.1. The compliance to contracts is voluntary.
Die Einhaltung von Verträgen ist freiwillig.

Honor system again. That's fine, but I'll have a hard time trusting anyone for diplomacy.

5. Team interaction

5.1. It is not allowed to declare war and make peace again the next turn. A war needs to last at least full 2 turns. This serves the following purposes:
a) prevent premature canceling of 20-turn in game contracts (like MA, MPP, ROP, embargo, resource deals, gpt deals)
b) prevent exploits like "exchange of artillery type units" or "double-duty" of artillery type units and workers.

5.2. A resource or a city that has control over a resource may only be traded once per 20 turns, unless the interruption of the trade was caused by a third party (war opponent, barbarian, etc). In the latter case, the trade may be activated again.
This means, you are allowed to interrupt a resource deal by voluntarily cutting a road, selling a harbor or other similar actions, before the 20 turns are over, but in this case you are not allowed to sell the particular resource(s) again, before the 20 turns are completed.

5.3. An allied victory is excluded. Only one team can win the game.

These are stupid. If alliances are going to be unregulated, so should trades.

6. Borders and right of passage

6.1. Right of Passage must be given explicitly in the embassy thread corresponding to the two parties and can be canceled at any time. Any kind of deals/conditions can be associated with a Right of Passage, for example "your warrior is allowed to pass through the territory of town X, if 7 turns from now our warrior may pass through the territory of your town Y". The in-game form of Right of Passage only adds the bonus of leveraging the roads in foreign territory for increased movement/speed.
No exception for "first contact".

6.2. If the other team has not explicitly granted Right of Passage, you must declare war in game, before moving any units into their territory.

6.3. If during the other teams' turns one or more units have ended up within the cultural borders of another team (e.g. because of cultural expansion, founding of a new city or cancellation of ROP), you have to undertake one of the following actions:
a) make sure your unit(s) leave the opponents territory within a minimum number of turns (the other team may tell you exactly, which path the units have to take)
b) make an agreement about ROP with the other team

These are stupid, too. If someone invades your borders, just declare war on them. Given the numerous other examples where we're on the honor system, it's just silly to get legalistic about borders and RoP. Just use the in-game system -- it works fine.

7. Prohibited actions

7.1. Actions (in game or diplomacy) which are not explicitly mentioned under 7 or 8 may only be executed after being confirmed by the referee(s). It is advised that if a team is in doubt, they ask the referees via PM and get a clarification.

This is too prescriptive for my tastes. Normal Civ-game actions ought to be allowed, with exploits banned -- having to run to the referees for every other decision sounds like a frustrating waste of time.

7.2. It is not allowed to break into the city screen of any city at the beginning of the turn.

7.3. Go-to, as well as all other "automatic" orders are only allowed if they will be finished within the same turn.

This seems unnecessary and arbitrary. Is there a reason to ban automated orders, or does someone just not like them? If there's a good reason, it should be mentioned here.

7.4. Only empty cities may be gifted/traded. Teams are not permitted to gift/trade cities with the intent of teleporting units.

7.5. The naming of units and cities may not be misleading for the other teams. In particular teams cannot name or rename cities or units with the names of technologies, resources, maps, units, or gold. (E.g. calling a city "Map Making" and offer it as a tech in the diplomacy screen is prohibited). Also teams may not rename units to pass them off as another unit type. In cases of doubt the real type of this unit has to be disclosed to other teams.

Good example of deception to prevent. OTOH, it sounds like "Ivory Town" or "Iron Hills" would also be banned city names.

Also, if this type of deception in diplomacy is banned, then so should deception in contracts and alliances (section 4).

7.6. Using graphic mods that give more info about the map than the original graphic are not allowed.

This seems like a pointless rule -- unless a graphics mod could reveal things like Oil tiles before Refining is discovered. Could someone confirm whether that's the case?

7.7. When stealing techs, only one tech per attempt may be stolen.

Doesn't the game itself enforce this? :crazyeye:

7.8. It is prohibited for teams to capture and recapture each turn units such as workers, artillery-type units, and other non-combat units for the intent of using them twice in a turn against another team.

7.9. A team may not sacrifice units to another team for the purpose of allowing promotions or creating great leaders.

Would anyone actually agree to sacrifice units for another team to get leaders?

7.10. It is not allowed to use up all of a ship's movement points and then press Fortify All, because this will fortify not only the units in the boat, but also the boat itself, giving increased visibility on the next turn.

7.11. Teams may not have a negative income when they end their turn which would put their treasury below zero gold, at the expense of just a few units or buildings, in order to gain advantages (such as running full science), which they could not normally afford with their regular income. Although having a negative income is permissible, perhaps to finish research of a technology one turn quicker, exploiting the game in the aforementioned manner, in a way that the disbanding of units and buildings does not make up for the commercial gains, is not allowed. If a team does end with a negative income and gets the in-game pop-up saying buildings/units have been disbanded, they should let the referees know.

7.12. It is not allowed for a team to use civil engineers to contribute shields to the construction of a building, and then rush that building and switch to a unit, as the shields from the civil engineers will carry over when they should not. Additionally, teams cannot partly build a city improvement, rush it, and then switch production to another building and continue this process, as the civil engineers' shields will be counted once for each rush, providing a false number of shields.

7.13. Using any utility for the purpose of altering the game save or a game event is prohibited. The save file may be opened only with C3C v. 1.22 and no other program/software.

And CivAssist II. It organizes some types of information SO MUCH better than the game client itself that it's not reasonable to expect me to play without it.

...and if the concern is about spoilers, CivAssist doesn't cause a problem in that regard.

8. Allowed actions

8.1. All actions that were common and unpunished in previous DGs, are allowed, as long as they are not explicitly prohibited by these rules.

8.2. Secret building of wonders via Palace prebuild or other buildings.
Heimlicher Wundervorbau mittels Palast oder anderen Gebäuden.

8.3. Palace jump by abandoning the capital.
Palastsprung durch Auflösen der Hauptstadt.

8.4. The Great Library Elevator is allowed. (E.g. jumping into the Industrial Age by capturing the Great Library at the right moment.)

8.5. Exchange of techs and joint research plans are allowed.
Techtausch und Forschungsabsprachen sind erlaubt.

8.6. Workers may be exchanged to reduce unit upkeep.

8.7. Ship chains are allowed.
Schiffsketten sind erlaubt.

9. Limitation of the game mechanics
9.1. Turn players for a team must have "Always Renegotiate Deals" off in their preferences.

9.2. The standard archer unit, UUs basing on them and their upgrades will have the ability "amphibious attack", but they are not allowed to attack cities from seaside. Berserkers can also attack cities.

This seems dumb -- either make them amphibious or not, don't make it a weird cross between the two.

Besides, this rule is intended to prevent a team from blockading their coast with Warriors. Simply making Archers amphibious will prevent that tactic.

9.3. The game will be modified so that trading of contacts becomes possible with Writing and trading of maps becomes possible with Map Making.

10. Time limit for turn playing
10.1. The first turn is played without time limit. At the beginning of the second turn, the time accounts are opened with a starting amount of 48 hours.

10.2. At the beginning of every following turn the time account will be increased by 24 hours. (Note: the 96 hour limit of 10.5. applies.)

10.3. Addition: Beginning on December 13, the time account will be increased by 30 hours at the beginning of each turn. (Note: the 96 hour limit of 10.5. still applies.)

10.4. The time account of a team will be decreased by the time used for playing the turn.

10.5. The time account cannot exceed 96 hours. No more time will be credited.
Das Zeitkonto kann 96 Stunden nicht überschreiten. Keine weitere Zeit wird gutgeschrieben.

10.6. In case the time account falls below 0, the referee will click through the turn (and send it on to the next team).

10.7. As long as the forum is not reachable, or the game is halted, no time will be deducted from the account.

10.8. The sending of the turn and the calculation of the turn time will be done via the embassy forums. If team A wants to send a save to team B, they will just make a new post in a special thread (turn handover thread) inside the "A-B embassy forum" and attach the file to the post.
The timestamp of that post will be used as the end time of team A's turn and as the start time of team B's turn.

10.9. Each team gets a "timeout" at the start of every second month (the first one right at the start of the game). These timeouts can be accumulated. Whenever a team wants to "cash in" such a timeout, the referee just adds 24h to their current turn clock.

All these timing rules seem overly ornate and unnecessary.

11. Penalties

11.1. Penalties after a violation of a rule are decided by the referees. Team leaders are at their disposal for consulting them.

11.2. A team shall not be punished for the mistakes and or misdoings of a single player, but the game balance has to be re-established after a violation. The punishment shall be measured in such a way that it compensates the advantage a team gained by violating the rules.

11.3. Punishment may be limited to one single player or the entire team, but it will not be overly harsh or cruel. It could include forced anarchy, forced payment of gold, removal from the team forum for a period of time, or other actions. If a team feels it is unfair, they may appeal the decision.

11.4. Players, who gain access to information in an unintended way, have to skip until the information gets irrelevant.

11.5. Players, who intentionally break the rules, can be excluded/banned from the game temporarily or permanently.

Given 11.1, 11.2-11.5 are redundant.
