In my game I keep running low on tools.... initially how do I make sure I have enough? 
Question for newbie

By 'Tools', do you mean 'Production' (the blue hammers)? You can maintain a good supply of those by settling your cities near forests/hills/mountains and working those - if you're working all of those, you can remove citizens from other tiles and they'll produce +1 Production (and maybe Trade too, if the population is high enough).
Although, referring to them as 'Tools' makes me wonder whether you're actually playing Colonization.
