This is the only VC u cant turn of. normally I wound not do so anyway, but I think that it should be possible.
if u eliminate everyone u ofcourse still win, but turning it off, should then make that one even harder, like getting every city, and not just the capital as a very hard Domination VC.

dude, toggling it off, doesn't remove it. maybe u should try it out first!
it's still there.

Dude, you can conquer everybody. It doesn't count it as a win though. I know because I've done it before. You would have to then do one of the enabled victory to win.

im just trying to say, that on some lvl, maybe only on the lower ones, taking the capitals isn't hard enough.
all the other VC can still be done without the capital, so maybe in MP it would be more hardcore to have to totally eliminate the enemy
