I played a game as Assyria where I eliminated all Civs on my continent and the last 3-4 Civs are on the other continent. Should I eliminate all the city-states, which is around the cities I have conquered on my continent? I know there is a permanent influence penalty for the remaining city states but their cities are well placed and it would be a waste if I will plop more cities close to them to connect my empire borders.

Eliminate, unless you already have alliances/friendships.

if you have alliances, no. if they have alliances with other civs, yes.

I already eliminated 2 and it feel annoying that I could not connect my borders. I only have 3 civs left to find and I am not in contact with any civ as of the moment and could not sell my spare luxury. The last war I fought costed me one of my veteran Siege Towers and now I have to upgrade them.
