Which Ideology suits Rome?

In the game???

Depends entirely upon your grand strategy.

Real life depends upon which part of Rome's history you are referring to.
 
Roman Republic isn't in the game… Augustus represents the Empire.

As far as UA, Rome's "strength" (I hate their UA) is infrastructure, so Order is best suited. Of course, Order enables your cities to build everything easily no matter who you are, so it's not really in need of any UA synergy. And Autocracy likes to buy everything. Freedom, which lacks as much raw production or gold, but encourages tall, capital-first play, actually probably synergizes best with Rome's UA. Even if you go wide, as Freedom can work for wide if you staff 5 specialists in every city.

Historically/politically, Imperial Rome has resemblances to all three. Omnipotent leader, rampant, expensive elections, slavery, grain dole, and world domination - what ideology don't they match?
 
They might match all but for Freedom and Order there are better, more obvious contenders in the game so I'll pick autocracy.

Order. More hammers per city, coupled with a % hammer discount. Skyscrapers lets you purchase stuff in your capital. The strengths complement each other. Rome is a deity-level civ in my book.
 
In the game, Order. I believe it's better going wide with Rome.

In real history, they were warmongers, but Autocracy doesn't fit well. Its tenets seem too modern. I think it would be some Order tenets along with Freedom tenets.
 
"Fascism" is actually a term coined by Mussolini as a reference to the "fasces" which was a common symbol in the Roman Empire for "strength through unity".

However while Mussolini believed that "fascism" was the modern incarnation of the Ancient Roman spirit, many could disagree with that.


But in any case you necessarily need to use your imagination and predict what would the Roman Empire be in modern times, based on pure conjectures and speculations, because they really were neither communists, capitalists nor fascists.
 
In RL, Rome was a republic. So I have to go with freedom. You can warmonger and puppet lots of other civs as freedom, too. You can gift units to CS and wage wars by proxy. That's part of freedom tenet. Britain had a parliament, and they colonized a lot of people. Or, another certain country...in the western hemisphere. Between Mexico and Canada.
 
While Rome certainly wasn't communist, I think Order matches the stable Imperial period pretty well in effects. The boosts to Monuments and Courthouses especially invoke Roman law.
 
Assuming you're talking about gameplay here, I'll throw another vote to Order. The UA is geared toward a wide empire with good infrastructure, and Order is the tree for such an empire. Though Autocracy fits warmongers (which early Rome is), the ballista and legion are long gone by the industrial age when ideologies are formed.
 
Upgraded legions and catapults can sometimes keep their bonuses long after they're obsolete.
 
Order. Skyscrapers allow you to buy the newest building cheap in the capitol, then you build it in the rest of your cities at a 25% discount. Order also gives extra hammers for even faster building.
 
In game, Order.

IRL, you can make an argument for all three, but if we're talking about Augustus' reign, Order is probably the most appropriate.
 
Autocracy can work.. You build the primitive legions and ballistas, then you build libraries, national college and later research buildings to upgrade your legions and ballistas to better later units.
