What does the "boldness" AI trait mean?

I was reading about the AI traits for Washington: http://civilization.wikia.com/wiki/Washington_(Civ5)

And see that there is a trait called boldness. I know what the actual word means, but what does it mean in terms of gameplay/AI behaviour? Does it make the AI take riskier decisions or make it more tolerant towards possible dangers when making a decision? What does boldness means in the context of Civ 5 AI behavoir?
 
It's a modifier to what the ratio of the military strength between that civ and the other must be in order for that AI to be willing to independently DOW another.

A high boldness flavor means they are willing to DOW at considerably less than even military.

This calculation is the one used by the military advisor as well as the number of troops shown on the demographic screen.
