World Congress Won't Let Me Click

I'm playing YnAEMP with a 62 Civ DLL, though there are only 50 civs, and the World Congress on turn 361 is stuck and won't let me click or go to next turn or interact with the World Congress despite it being turn this is needed. Mods are modded civs Harappa, Philippines, Mali, Vietnam, Yakutsk, Chinook, and Sami. All else is Bold and Brash, DLL, Exploration Continued, Extended Eras, Fave Religion Randomize, Food for Flatland Cities, Gabenism, Great Prophet Names, InfoAddict, IGE, Extra Great Musicians, More Great Works, Quick Turns, Random City Names, Strange Religions, Pontoon Bridge, The Motherland Calls, and YnAEMP. Is there any possible thought as to why this is? I've done a ton of troubleshooting, from restarting the game to restarting the computer to modifiying the ini to reinstalling, and all the mods must be loaded for me to load the game without it crashing.
