Why does communism increase production?

North Korea is actually a great example. For such a small, poor country, they have a remarkable army, a nuclear weapons program, a space program (neither of which are very competent, but that's besides the point), and one of the most stable dictatorships of the last century. They don't have TV or computers or food, but the state has dictated priorities, and they were able to put all available resources into those projects with remarkably little overflowing into luxury industries.

The hammers in Civ aren't all the hammers your civ produces, just the ones available for the government to use.

The bold part isn't true at all. North Korea definitely has TV, computers, digital video cameras, and any number of other electronic luxuries. Most citizens can't afford these goods, but they're most definitely sold in Pyongyang.

The food isn't entirely their fault. They tend to suffer from a lot of natural problems. That said, it is entirely their fault that many countries don't want to give them food aid to make up for the shortage.
