I don't know Akkadian, but I kinda filled out (by ear and assumption) the "Neutral Hear it" and "Attacked":

Ešemne - I will listen (to you) - I am almost certain of this one.

Kīma šetēpšu, tēde kieb - I doubt it's how one would transcribe it, and I'm not sure of its meaning. I can guesstimate that it means "with all your stupidity/how foolish of you, you will know pain."

As for Ashurbanipal, I have absolutely no idea.

Yes, only the sound files...
You can find them by first right-clicking Civilization V in your Steam Library, choosing Properties, and selecting "Browse Local Files..." (under the "Local Files" tab).
From there, navigate to "\assets\DLC\Expansion2\Sounds\Speech\Shared\Almansur".

Other than some Mesopotamian scholars and some Semitologists, I doubt it really.

Also, thanks to the small convo above, I've realized that I actually can hear the speech on my own and not on youtube.

So as for NebuchadnezzarNeutralHearIt-02, it's ešemʾe which actually makes a lot more sense, sound-wise and root-wise (šmʾ which fits the ancient/modern Hebrew and probably Arabic roots "to hear" as well). This also fits with the word šemû "hear." The only other possible root can bee šmm, but I believe it's "skies," so probably no. So I'm 90% sure it's "I will hear/listen (to you)."

Intro is "Tabšima eṭemmu atta" (from the Wiki).
Hate Hear it 02 is "ešemʾe" as well (again, I'm not sure which vowel is long here, but I think it's the middle one).
Hate Yes 03 is "šûma aḫaššaḫ" and I believe it means "what do you need?!" -ḫšḫ is the root for "need, require; desire; like." Note that šûma might be šumma, which means "if." But "if you need?" doesn't make sense.

That's all I have for now. I'm sure of the ones I've posted above. Since I am still curious as to what he says in the other lines (as well as Ashurbanipal's), I will actually go and ask around my friends, see if they know any linguists/historians.

What's wrong with Attila? He has two variants in HateNo01, HateNo03 and Intro. The first two are inevitable in his situation, but I think you can safely remove the second variant in Intro (Well, my lovely guest, fall...).

Oh, by the way, there are two intros in Pacachuti's lines.

Only one remark: venetian is not a dialect, it is a western romance language on its own.
I see some small mistakes here and there, but since Dandolo should speak eastern venetian and I speak central venetian, there may be some words that are different than the ones I use.
 
So it seems Enrico does not truly speak the Venetian language, but rather a Venetian form of the modern Italian language. I assume that is what is meant by "modern" Venetian, in which case, it is slightly disappointing that an expert in formal Venetian was not consulted.

I'm pretty sure It's the modern form of the Venetian language; although it's refereed to as a dialect; I remember having a short argument about it somewhere on the forums;

I'm always amazed at how similar the Romance languages are: "Esta oferta no será valida por tanto tiempo, piensa en ello."

Should be "un conto sbaglià". In Venetian 'ho' would be 'go' and that is definitely not heard.

And I hear "So'l" not "so il" (in venetian it would be 'el' not 'il' anyway). This is the poorest done line in the game. Doge in venetian is actually 'Doxe', they've used the Italian word here.
