No, it's not shopped. Greece and I were the only Civs to survive to the end of the game, so I'm guessing it's some kind of bug.

No cheat, I loaded up a grand total of one Mod (simple clock) and that's what I got when I started a standard Continents game
Never seen it happen ever again but it was a darn funny start
