airports & airlifting question

so you can airlift 1 unit per city, per turn. & each city on the map can only recieve 1 unit per turn??

also, can you airlift to a foreign city if you have open borders with them?
I assumed you could since you can rebase ur airforce in foreign cities, but i just tried it & it didnt work...

& can a city airlift 1 unit & receive 1 airlifted unit in the same turn?

A city cannot airlift and can only recieve one unit a turn unless it has an airport. If it has an airport it can still only airlift one per turn, but it can receive an unlimited number of units.

I don't think you can airlift to a foreign city, but to be honest I've never tried.

A city can airlift and receive on the same turn.

A city can only airlift 1 unit per turn, but cannot airlift at all without an airport. A city with an airport can recieve unlimited airlifted units per turn, but a city without an airport can only recieve one airlifted unit per turn.

If you have a permanent alliance you can airlift one unit to any of your allies cities and airlift one unit from any of your allies cities that has an airport.
