Whenever i place a spy in a CS sometimes I get a good coup percentage or a risky low percentage but sometimes I also get a 0% coup chance. How do I get a better coup percentage?

I disagree. It means opponent's influence is too high, comparatively, for the coup to have any chance of success.
Indeed. When this happens you can wait for the next rig to get a few points or complete a city state quest to narrow the difference.

I think 85% is the highest you can get (at least that's the most I have ever seen) and that is with a level 3 spy and the "friends" bar maxed out.
That is indeed the max, but if your spread is narrow enough, you can get 85% with a mere level 1 spy as well.
