A little help with Atomic bombs?

Anyone know why my opponents atomic bomb didn't die when I dropped an atomic bomb on his city? Replay here: Forward to 31:30

My understanding was that nukes killed nukes.

And, when I go and test it single player, atomic bombs kill atomic bombs in cities, with or without bomb shelters.

It's probably a multiplayer bug
