The Wars that Weren't

Theodora said she wanted to go to war with me so I said "heck yes, let's go" (I'm so sick of her.) So far, many many turns later, still no war. No attacks, nothing. Same thing happened with Napoleon a few generations back. btw, I'm in the Information Age. Help?
