Change Govt -- No builds

Has any else noticed that **sometimes** when one changes government, the cities stop building everything and build nothing?

Yes, since there is one turn of anarchy the production stops one turn. India has got a bonus (ancient I think) that takes it away but otherwise I think it's the same for everyone and something that has to be considered before changing.

I should clarify. The city is not set to build anything and this continues after the anarchy period.
