No artifact in the game?

Yesterday I had a game without any artifacts. If the AI finds one, you get a message saying they found one. I got navigation and steam power before 1200AD while I was way ahead in tech and systematically roamed the ocean for artifacts.

Has anyone had this before?

Never happened to me! Rotten luck...
