I've played post-patch Japan twice now and I was able to leverage Samurai boats in both, in fact I miss it now when playing as other civs. Extremely useful for a long-distance coastal settle mid-game, and good on Immortal when souped-up City States sneak in and destroy your boats over and over during wars.
It's still awfully challenging to succeed as a Medieval-Renaissance warmonger in the current game scene. In my immortal Japan game conquered the most hater player on my continent but still got backstabbed by Greece, bogged down under the City State press for the next three eras, eventually lost all but one of my super-promoted Samurai-Infantry (I named it Tom Cruise) to bombers, etc etc, it was a loss.
To get the most out of Japan you need to conquer mid-game but the chances are that will cost you more than you gain.
