3.9.3 Jesuit Belief does not allow the purchase of Libraries, but it does allow the purchase of all subsequent buildings.

This is a vanilla BNW bug(?) but should be fixed in the next patch. There is a vanilla BNW bug with these faith purchasable buildings though, you will be able to buy the UU version of these buildings. A fix is in the works.
