We can earn more delegates by trading with AIs but AIs never do that to us. Why do they NEVER trade with us for more delegates?

They have the option to trade with votes but don't do it often. I have only seen it once when I tried to get their single luxury and "asked" what they want for it. Maybe they don't use diplomats very often?

Actually i can't 'sell' delegates for money either as it requires that AIs must have a spy in your city (diplomat spy). Guess what? Stealing techs & triggering influences with CSs are their priorities.
