is there any specific reason as to why Goddess of Protection is always one of the first ones to get snapped up?

I would say it would have something to do with Ethiopia being both religious and defensive, so when they are able to choose a pantheon (which is fairly quickly) they will choose a defensive one

Doesn't matter which civ the enemy is, GoP is taken most of the time by them. It's probably coded to always be taken unless a specific other trigger occurs (like having 3 stones/marbles in capital range, which for e.g. could be a trigger to take the Stone Circles pantheon).
