city state ally not providing resources

I am allied with a city state (lisbon) who has a mine on aluminum but is not sharing its resources? This is Gods and Kings, but what is the deal?

Until Lisbon has the tech for it, you won't get the aluminum.

I had the same thing happen to me in a game. So even if you see the coal, and there is already a mine built on it, if the CS don't have the tech you don't receive it...

Im inclined to think its a bug because there if theres no mine there, you CAN give both the mine and tech to them via the gift menue.

But if theres a mine there already, you cant gift the tech. And thats ******ed.
