If you've got some good sea resources, maybe aim for sailing to get the fishing boats out (they're also on of the cheapest thing to buy). If not, aim for bronze working to get 'chop jungles'. Maybe worth going liberty for the worker speed bonus. Leave jungles on the outskirts for later science boost. Def chop ones near rivers (for the civil service food boost) and on hills (for mines).
