So I spy on a civ and stole a tech.. Whenever I do that I always check the diplo screen to see if they know or not.. Whenever it says spy was caught stealing I move him to another civ or a CS..
In my BNW game I stole from three civs.. The first two caught my spy and I moved it even before they told me to stop spying.. The third civ I got two techs before they caught me and I moved the spy to a CS..
Later in the game each CS has the Promised not to spy but still spied diplo hit..
