I just finished a one city culture game with siam- Patronage was a killer, added to piety.
I was able to get +50% bonuses from every CS (faith, culture and food) and the extra science was like a +200% science bonus for my city.
Of course, if you have a regular wide empire... By the way, I ended a culture victory in 1708 on a small map witn a 42 size city!
