Rising Tide: How do I Diplomacy?

I've just bought BE and RT on Steam sale. It seems like an interesting game, but I'm finding it rather hard to get my head round certain concepts and procedures. (And the manual and civlopedia are not much help).

In particular, I'm having trouble with diplomacy.

1) Agreements
1.1) How do I offer an agreement to an AI? I seem to only be able to request agreements from them, or wait for them to ask from one from me.
1.2) Occasionally I get popups saying that an AI has a particular agreement that would be of use to me. But when I go to them and ask for it, they refuse. Is there any way to know why they refused? (I have enough diplomatic capital, and they are willing to give other agreements).

2) AI relationships
How do I tell what the relationship is between different AIs? I've occasionally recieved notifications that certain AIs have declared war or made peace, but how do I check which AIs are currently at war/ allied/ etc, and who they likes or fears who?

3) And how do I work out the military strength of the different AIs? Do I just go by how much they fear me, or is there another way.

(TL,DR: ARC has sanctioned be for being weak. How do I work out who to ally with in preparation for her eventual attack?)
 
Welcome to the game Iapetus. I'm not much of a modder myself, so I don't know the actual code. But I will try to answer you the way I can from experience.

1.1) As you said, the AI will come themselves at your doorstep to request an agreement from you whenever they want. I will help that the more personal traits you have bought the more choices do they have to ask of you.
1.2) The pop up will only tell you that an agreement exists and that you have enough diplomatic capital necessary to buy it. I have found that the better the relationship and the more exceeding Diplo Capital you have the more likely is that they accept to sell you.

2) On the diplomacy screen, where it is displayed all the leader portraits in a row of little round icons, the left side it may show you with a round circle if the relationship is friendly or not towards you.

To know about the relationship among others, just click on either of them so the full display of the leader appears. On the right side of the other's leader portrait, you will see a little circle that is either green, red or gray, and either dull or full-colored depending on their mutual relationship. You may also just hover the mouse to see.

3) The military strenght is a calculation that is made behind curtains, but is calculated by number of troops, combined strenght and I think that troops proximity to each other's cities.

You only need to create more troops of greater strenght (melee units work best) in order to raise AI's fear toward you. But if you are considering going to war, you may disregard it. A human player may outdo very easily a greater number of AI's troops by controlling choke points and position in general. Just be mindfull of flank attacks, other civilizations suddenly ganging up on you and that water cities have weak strenght but can produce water units very quickly.

As for your current situation about ARC, just pick the AI's that have more respect and/or fear towards you (preferibly those that aren't in war with civs that you aren't). Just click on them on the diplomacy screen, click change relationship and go full alliance on them. It will cost you 20 diplo capital for each rank of relationship, and you might never tell how well they'll do in battle, but they will declare war on your enemies in that moment and whenever another war goes on.
 
There's a few tricks. For example picking Political/Progressive will enable Student Aid which is no Food from Specialists. In one game, every AI wanted that so I ended up a pretty massive DCPT that I had no idea what to do with other than spam buy lots and lots of Angels

I ended up allying with the NSA, and 'India' (after they made peace with ARC, who had been attacking them periodically throughout the game).

A short while later, ARC decided to stop sanctioning me. A few turns later, India then attacked ARC, dragging me into a war. So I allied with the other faction that was fighting ARC and captured all their cities and either liberated them or turned them into puppets.

While this was happening, INTEGER decided to attack me. So after I'd dealt with ARC, I took the massive navy I'd built up (plus one flying tank thing) and captured all thier cities.

Now everyone left in the game was friendly to me, so I allied myself with everyone. Which presumably will either ensure global peace and prosperity for ever - or result in a massive cascading series of wars if someone falls out with someone else.

In fact, having checked the relationships - everyone is at war with everyone.

Moral of the story: If you don't want war, don't ally anyone. Keeping out of diplomacy and just pushing your empire is the way to make everybody friendly towards you.
 
yeah cooperate but alliances are costly unless your army is good enough to defend and you will use internal trade convoys anyways

Alternative moral (for the AI): if you don't want the player to achieve a Domination victory, don't everyone declare war on him simultaneously ;)

(Also, and this is addressed to you specifically, Elodie: if you don't want to be completely wiped out, don't re-declare war on someone who has captured all but one of your cities, made peace, and not yet moved all their units away from strike-range of your remaining city :rolleyes:).
 
Or, you know, don't declare war if your aquatic cities are weak and exposed to ranged boats on steroids :D
 
I have a question of my own, having now played a few games of CivBERT:

How DO you diplomacy? How do you bribe people to war against each other. How do you trade resources? How do you know their tech rate, number of cities, population, virtues. Where is the "demographics" thing and generally all tidbits that I seem to remember being present in the base game
 
I myself accept anyone that wants to get cooperative, if I get attacked by a third player, I will ask the friendly one to ally me unless that brings more war on my doorstep. On my current game I had Daoming declaring on me on the other side of the planet. So I asked two buddies to gang up on her. Two turns after I was forced on another war due to my alliance, but then I brought into it another two friends.

Moral of the story: If somebody gives you an ugly look, just send your lackeys over, by the end they'll be so devoid of armies so you can exploit their openings.

Just remember to keep an eye on them in case they begin to win too much as to outpace you or your friend might see him/herself too cocky to keepbeing your friend.

To trade resources and science, not tech, just be cooperative (alliance works best) and send trade routes from your poorest cities to them. You'll be receiving more science, energy than the other player and both will get shared resources. but there is no way to trade technologies, culture, food or virtues right now.
