In C3C, you can only trade Maps with another Civ if one of you has researched Navigation, one of the late, Optional techs from the Middle-Age tree. This was one of the tech-tree changes from Vanilla CivIII, where yes, you could trade Maps after getting Mapmaking in the Ancient Age.
I'm actually turning off map trading in my game. It makes exploring a lot more interesting.
In my previous game, I found one new continent, made contact with a tribe and it revealed the rest of the world in one turn because the AI had traded all their maps.
I'd rather have a rule that only allowed Territorial Maps to be traded, but since I don't see that possible anywhere, I'll turn map trading off in my next trade. (untick the "allows map trading" in the editor)
