Reading Map Data to External Client

Hello! I am interesting in getting into civ 5 modding. I am a programmer by trade and don't think I will struggle that much. I have looked over some tutorials but I cannot find any information on if certain things are possible. For example, I see that a lot of the game data is saved in databases. Would it be possible to take this data and read outside the game? If I wanted to create a webpage that reads the map state and display that in a webpage for example?

What I want to do is create a map viewer so that people can see how the game is going without opening the civ 5 client. I plan on doing a PBEM game with friends. I understand that the game would have to be open on a host computer to get the data, was hoping I could then pipe it out to some program or have it be read by a program.


So yeah, is there something that exists like that already or can it even be done?
