Civ2 - Gandhi or my problem?

My understanding of Gandhi's unlocking all resources beginning of the game is you can use them immediately without research to unlock.

But it doenst seems too work, I still need to unlock all from research, am I doing it wrongly?

If it works the same as the first civ rev then india gets a some of the output for all resources but not the full bonus until the tech needed is researched
