Soviet Union government structure in WWII era?

I'm currently doing some brainstorming for a WWII mod,

during the WWII era, how was the Soviet Union government structured?

I know it was communism, but how was it organized from the city level all the way up to the politburo?

It was a dictatorship it wasn't a communist system, it never was. Basically take the economic model for a socialist economy and then add the Dictatorship to that, and that was their system.

As for the city level up. Cities were organized and headed by a small group or board of people(sort of like a school board). Then regions were run roughly the same way by a group calling themselves the Soviet. Once you reach the Federal level, however you run into the extremeist Stalinist form of "fake" Communism.

For instance, say a (communist) city is ruled by a city board (or something similar), how was it called?

In a democratic system, that's often called a city council, and its president is usually called a mayor.

How are cities organized between themselves in the Soviet Union of that time? Are cities organized into county? If so, how was the ruling body called? And those counties, are they organized into province or states? If so, how was the ruling body called at that level?

In other words, I'm looking for the specific names of the Soviet Union government structure/body starting at the city level all the way to the politburo (which the executive cabinet of the parliament)
 
You should focus less on governmental structures and more on party
organizations. City councils, local parliaments and national ministries
all existed in communist states, but the decisions were made within the
Communist Party. Every governmental body was "covered" by a party office,
and the state authorities merely executed the decisions made within the
Communist Party.

This would be the perfect example: the Politbureau is not part of the
government (i.e. the executive), but it it the supreme authority of the CP. All
important decisions were made here. The actual cabinet had rather
representative functions. The most important political figure in communist
states was not the Prime Minister / President, but the Secretary General.
 
Bottom line: IMO, the subdivison of a communist state in townships / cities /
regions is less important than the party structure.

What Stalin does not like gets killed

Therefore, it was obviously a Socialist Republic ceaselessly working to unite the working man everywhere so that they can enjoy the benefits of a Stalinist gulag.

Still my question remains: what were the names for the various level of the government bodies in the Soviet Union?

I don't question the fact that the communist party was calling the shots and were making the decisions, I'm still interested in knowing the Soviet Union government structure.

The communist party decides, but the government is still the one executing the orders. I want to know the different government bodies.

AFAIK, this is the constitution you are looking for.
 
But during Great Patriotic War structure of government was changed. For example, State Commitet of Defence (GKO) was created. If you want I can see some Russian historical books. As far as I remember some useful information you can find in Edward Carr's (or Karr's) book "Soviet Russia"
