Pirates not balanced

Is it just me or are the pirates not balanced at all?

They seem entirely too strong militaristically and can expand like crazy.

Couple of points to perhaps improve their playability.

1) Reduce the amount of gold needed from plunder to a more attainable level. The game I'm in now is at 100k. There is now way I could get 100k even if I conquered the whole world. I'm not an expert on the gold levels given for plunder but I don't see how this can be a attainable goal without severely altering the game. Such as when a pirate unit attacks a city/sea unit they don't destroy it but just plunder the city or ship. They then can't plunder the city for another 10-15 turns.
2) Make it so that the pirate units cannot destroy/takeover cities. This would make it much more challenging for them to expand.
3) Reduce the power of attack rating of swashbucklers so that you need many more of them to take down a city. Try maybe attack rating of 2 and perhaps be able to make officer units in the cities that cost a lot (like a wonder in civ4) and these units allow the pirates to generate much more plunder.
