Liberation in Civ5 Hotseat

So, I've got a bit of a long-term Hotseat game running, and we've got a bit of a question which we're not eager to test. What happens if a player controlled civ is destroyed in a Hotseat game and one of their cities is liberated by another player? Would an a.i. control the restored civ or will the player have a chance to reclaim it?

An AI would control it.

Now if you are playing GMR (witch is hotseat with a twist) then you could invite the player back to the game and he/she could continue from the liberated city.

GMR? My friends and I have only ever played just regular hotseat, with the Advanced Loading Screen mod that allows us to use Global Warming/Revolution mods. Can you elaborate on that? One of us got knocked out by the AI, and we're hoping that we can liberate him.

It's a type of PBEM (play by e-mail) that uses the hotseat mode to let you play your turn, then upload it to a site and give the next player the option to download the save, play their turn and send it on to the next person and so on.
