To all African Nations: We are all, Africans, the sons and daughters of one continent. We share a common history, and a common heritage. As such, we should not be divided. I, the General/President of the Kongo, invite all African leaders to a pan-African conference in the great city of Kinshasa.

The aims of this conference shall be:
1: Establishing greater unity and mutual understanding amongst our peoples
2: Improving trade between various regions of Africa
3: Establishing an African central bank to increase trust between potential lenders and creditors.
4: Sharing the technological achievements of our great peoples
5: Ensuring that our nations will never again fall victim to the lies of imperialists
6: Laying the groundwork for a potential African common currency, and African defensive union

Rise, New Africa!
 
The Algerian people will attend the conference. The King, Queen, and their advisors for military, economics, and foreign policy all attend.

The Algerian people are also choosing a new flag. The old one is bad. (A job I gave my brother as he said he had a good idea for a flag. Obviously he was wrong.)
 
South African will attend the conference but the South African president is skeptical on some of the aims of this conference.

We would also like to confirm our pre-existing defensive alliances with Hungary, Sweden, and Lombardy.

Sweden will stand with its technocratic brethren in the hopes of continued European peace.

Lombardy will stand with her Bavarian brothers for a Europe of cooperation and prosperity.

Is this a defensive alliance between all three of your states, or are these two separate bi-lateral pacts with Bavaria? I'll be putting this on the front page if all three of you confirm this in your orders, I hadn't had any confirmed notes of a technocratic alliance beyond messages in the thread.

Also TLK will need to confirm for his country, as I certainly can't, though I also don't recall allying Hungary with Bavaria or the technocrats during the BTs (feel free to point to where I am mistaken if that's the case).

As the Bavarians have already done so, England would like to confirm its recently negotiated defensive alliances with the Republic of Germany, Italy, and the Celtic Union.

The Republic of Germany is pleased to confirm the continuation and strengthening of the defensive alliances with England, Italy and the Celtic Union.

My apologies for putting the non-aggression pact under the alliances category on the front page, but the update is canon, the Celts and Italians have not entered into a group defensive pact - the idea was thrown around during the Democratic Congress, but no binding agreement was concluded other than non-aggression (not a defensive pact).

The glorious nations of Bavaria and California agree to the following:
Art1: Embassies will be established in Sacramento and Munich to tighten the links between Bavaria and California.
Art2: Both nations agree to mutual non-agression and non-interference with each other's interests.
Art3: California agrees to protect Bavarian citizens on Californian soil. The same applies to Californians on Bavarian soil.
Art4: Bavaria agrees to provide technical assistance in improving Californian Universities.
Art5: California agrees to provide access to computer resources of the Stellar Bear foundation (ooc:
the scientific state sponsored university and research organization based in the silicon valley, using its consequent remaining resources)
Art6: California and Bavaria agree to a scientific partnership for computer sciences (ooc: basically universities cooperate a little)
Art7: California agrees to integrate the technocratic system to its Universities.

Message to people communicating in regions of the earth in a black fog according to the maps I posted before the update (which are on the front page for reference):

Everything unshaded I would consider sufficiently close for easy and clear communications for the countries listed. The shaded area represents regions countries can reach with some effort, but could still maintain a conversation over a single turn. Everything in black would require an explicit order to reach and begin contact with - so a deal or a negotiation can't happen within a single year.

Emphasis added - I don't mean to be a downer, but there is only barely such a thing as Bavarian-Californian relations. I'll still accept the treaty (I won't stop silly things from being tried), but understand it'll be negligibly consequential unless a big expedition with significant EP were to be ordered. Same goes for greetings from China or whatever.

To Bavaria: We have seen and heard enough of Europe to know that your offer is not to be trusted. King Leopold also came extending a hand of friendship. His other hand grasped a whip. Your offer is declined until further notice.


OOC: The conference was inspired by an effort by Gaddafi to do something similar and establish the Dinar as a common currency of all of North Africa. It seems to be going about as well as its historical prototype... (not an entirely unexpected result, but a dictator can dream! :p)

@Shadowbound: understood, and I'm cool with that, but it won't have a noticeable impact this coming update, just so we all understand the limits of inter-continental deals and such.

The previous route required the co-operation of the United Commons and the English Trade Federation, neither of which have been consulted. We most certainly will not be expending our resources to help the Bavarians forge friendships halfway across the globe.
 
@Shadowound: we will stick to what you propose. We do have a navy (albeit a small one) and will facilitate the transport to California.

@J.K Stockholme: Bavaria is in the grey fog for me I believe. At least part of it. I would like your opinion on the feasability of the previoulsly mentionned voyage.
 
Additionally, it is time for the 2nd Congress of Berlin. We invite all previous member nations to attend, along with California, representatives from the Underground and all European democratic organizations to attend with observer status. We also invite delegates from the United Commons to attend as observers, as their willingness to support the democratic nations of Europe has not been forgotten. The main topics for discussion at this congress shall be the feasibility of an overarching military command, as well as ideas on how to encourage the growth of French democracy. We are open to any other topics that other nations wish to discuss.

The United Commons would like to have a chance to speak at the congress. We do not ask for a role in any military command, French democracy, or other talks- we merely wish to present the clade system to our friends in Europe.
 
If the Americans can present their corporate system, why can Bavaria not argue for a technocratic system?
 
We remind our Bavarian friends that the United Commons are NOT a corporate system. We are a post-nationalist clade federation, a natural evolution of the democratic system, where all citizenship, where all participation and partnership in government, is voluntary, as is taxation, investment (energy, effort, finances), and representation, and where 'voting' occurs in real-time and on a continuous and ongoing basis. Importantly, like our European friends in Germany, England, Italy, Catalonia, and the Celtic Union, it is representative government.

It is precisely these sorts of misunderstandings that we would seek to clarify or rectify.
 
So, a clade could theoretically secede from your federation if it felt its interests weren't being represented?
