AI bullying city states with no units nearby

So Genghis Khan just apologies for slapping Quebec City, which is fairly far from him and I have vision of the area and know he has no units nearby. Why is he forcing me to take a diplo hit with him by claiming to have done something he could not possibly have done?
 
I also had similar situations. On the other hand i had situations when CS's (10-15 hexes away) suddenly started to be afraid of me. I am not sure how this works, but it seems there is some kind of mechanic enabling in certain conditions.
 
CS can be afraid of you simply if you have a large army (though I don't know what the thresholds are).
You don't need to be nearby with your units all the time (though it does seem to help).

At least, this has been my experience
 
I believe it goes based on your relative strength compared to other civs as well as your proximity to them. So if you are just the strongest Civ, they will likely still be afraid.
