Does it feel as though Civilization V could use one final expansion?

Those are interesting thoughts, PCiv. Ironically, I think it's pretty clear that with CivBE (at least through their continuing interviews) creating different playstyles and gameplay mechanics are certainly in the forefront of the development team. But I agree that as players we're always looking for more interesting and creative gameplay choices.

I do think, though, that the Ideological Tenets have introduced some interesting mechanics already, even if as you point out they are perhaps somewhat underdeveloped. The biggest being that on harder difficulty levels, it's the one area of the game where the AI can force you to change your game play. If you can't manage your culture and happiness, you have to switch Ideologies and take the Revolution hit. That's kind of a big deal in BNW.

I never choose Autocracy, but recently got forced into a change on an Immortal game with the Celts and found it kind of interesting to suddenly have the option to churn out Autocracy Bombers. I was annoyed that I had to give up my Freedom bonuses (particularly specialist food), but I fully embraced the Autocracy bonus to pump out 60XP Bombers and obliterate those that forced me into the change in the first place.

I think it's a bit harsh on BNW to call it a facade of depth, as there are some interesting choices. But I do hope that whatever iterations in Civ come next, that we won't have another CiV Vanilla where we go backwards in complexity for many years before finally taking steps forward. I'm not sure how realistic that is, but I certainly hope that the gulf between CiV and BNW will always be remembered by the Firaxis team.
 
To me though, the system that needs the biggest overhaul is diplomacy. Civ 5 has a logic that we all know, and its gameable, but entirely counterintuitive. We needs a proper Europa Universalis style Casus Belli system where declaring war for no reason has consequences beyond reputation. Say you have a declaration of friendship with someone, and you backstab them with a massive invasion with no casus belli: that should do more than wreck your reputation! That should cause unhappiness at home, and result in rounds of denouncements which then cause even more unhappiness at home and so on! But say someone is your traditional enemy who you have warred against three times in the last five hundred years, and who is a warmonging menace to the world, and who is aggressively spreading a religion that only he follows while the rest of the world follows your faith, and he then pillages a city state under your protection... you should get kudos from the other civs and a happiness boost at home when you declare war on the bastard!

Amen and Hallelujah. Truer words have not been spoken.
 
I would like to see one more expansion, because 43 is such an odd number of civs to have. Round it out to 50! But then what possible concept could they have that is not in the game, but would improve it? Corporations from CIV 4? Wonder units from the Legends of Revolution mod of CIV 4? Actual piracy such as was in earlier civs?

I'm not sure if more civs are better. There almost feels like too many at the moment. Many of them (particuarly the Vanilla Civs) are bland and very 1 dimensional. I'd rather see an overhaul of existing the Civs and combat mechanics before I see more. Many Civs just don't work all that well and lack synergy, others I mentioned are just boring and there isn't a lot of difference between many of them.

Early UUs are useless except for the horse archer, and a lot of the UAs are just meh, I'm, thinking America here....
I think the next Civ would have more depth in each Civ.

Corporations are a great idea and is something that should be considered for a new victory strategy.
Ideologies are a great innovation but as someone mentioned are still too underdeveloped. I'd like to see ideology further influence the gameflow


Personally I'd love an expansion but at this point I doubt that's going to happen so I would be happy with a balance patch. And please fix ancient ruins so the barb camps or maps at least give you some gold or a unit upgrade or experience promotion or something in addition to those useless maps. There is nothing worse than having 2 out of 3 ruins being maps and barb camp locations...
Things for a balance path: Religion and social policies for sure (but not all beliefs or policy tree's should be equal) - I'm fine with desert folklore being the best faith pantheon.... But founder beliefs for instance you know there's a problem when you're always choosing tithe...
 
Maybe East India Company could be expanded into multiple corporations. As in, everybody gets to build a "corporation" national wonder instead of everybody building an East India, and those corporations are each a little different. Now that would be a good expansion. And it could lend GM's a little more goodness. For example:

East India
Federal bank (must build a bank in every city first). Internal trade routes generate gold.
Benz. (Must research biology) land trade routes improved, tanks improved, gives 2 oil
Disney. Tourism
Carnival. Sea-based tourism.
Boeing.
Virgin Galactic. Spaceship parts build themselves (albeit a little slowly)
Amazon. Must research internet. A very late-coming company, but packs a punch.
