Vanilla or PTW it is very good and other landmass is great. In C3C, it is not so important. I tend to build in any strong city, even close to capitol. Better to get the bump in OCN quickly.

I often use an early milatary great leader to rush the forbidden palace in a corrupt city with good growth and production potential
Eh wherever I see a bunch of productive corrupt cities together, about 10+ tiles away from the capital.
Because, you know, to get more productive cities and to max the effect.
Not sure if that's the best tactic though, can take a lot of time to build such a thing in a corrupt city.

In C3C the FP reduction is too low to worry about. It will do a good job in that city and a little for a few close, but not enough to take 100-200 turns or even 50 turns. Getting the OCN increased will make it worth putting up in a low corruption town.
