Diplo Text Bug?

I've noticed that unlike in Fall From Heaven, there is comparatively little unique diplo text for leaders. For some, mainly minor and emergent leaders, this is probably because that text just doesn't exist, but I've also seen it for major leaders, including first contact text!

What is the reason for this, and how can it be fixed?

The diplo tags are in 2 files: CIV4GameText_Diplomacy_Specifics.xml and CIV4GameText_Diplomacy_Generics.xml

1 or 2 years ago, one of my friends wrote a list of the diplo tags he found missing (big list but perhaps not complete)
It's at the beginning of the file CIV4GameText_Diplomacy_Specifics.xml

From what he wrote, for example, first contact is missing for mechanos and austrin.

If a diplo text is missing in our mod and you know it exists in another FFH modmod, feel free to tell us. We'll include it.
And if you can imagine roleplay sentences for the missing ones, you'll be my hero
